In this Paper analyzes the current state of the world oil prices and the impact of the negotiations of the countries of the "5 + 1" on Iran's nuclear program to the world price of crude oil. and also examines the economic forecasts to achieve reconciliation of the negotiations on the Iranian economy. Abstract. The article first of all explores the basic structure of the oil and gas and petrochemical industry of Iran. discussed the economic situation and the problem of the modern development of iranian oil industry . with considering the recent negotiations between Iran and the Group of Six (5 + 1) on Iran's nuclear program and the agreement on the lifting of economic sanctions. Also analyzed the amount of the annual oil productions and capacity of it .and its comparison between iran and Russia. respectively, considering the economic aspects on the agreement on Iranian nuclear program is actual for many countries,such as Russia. In addition, the new conditions of globalization on the world economy and changes Iran's position with considering recent agreement on the nuclear program raises important challenges for the iranian oil and gas industry in the economic strategy of the iran's government.

The article describes the current environmental problems of the Islamic Republic of Iran (IRI) and their influence on the modern economy. In particular, it analyzes the problems of air pollution in the capital of Iran, Tehran, and also a variety of facts and actual causes of the Persian Gulf pollution, including oil production activity. Of course, these factors are Iran’s relevant problems, especially Iran Ministry of Oil, which has great effect on the modern economy of Iran. There appear mechanisms and approaches to these problems salvation in order to ensure economic and environmental improvement of the methods applied to eliminate pollution. Modernization of the equipment, transfer of the innovative technologies supported by foreign global institutions, strategic planning using ecological methods based on modern scientific grounds are the factors of the analysis that is presented in this paper.

The paper analyzes the prospects of Russian oil and gas companies to participate in exploration development and operation of oil and gas fields in Iran as well as the economic benefits of investment in joint projects realization and competitiveness enhancement of the Russian companies on Iran energy market. The new modern technological solutions for the realization of the projects of the oil production, oil refining, getting of high-quality petrochemical raw materials and production of popular fuels - is recognized as a great and perspective opportunity for the organization of mutually beneficial business in the oil and gas industry of Iran. Formation of mutual understanding of the problems salvation, establishing of mutual exchange of projects and scientific-technical technologies is a rather convenient sphere to join the both countries’ efforts in the field of development Russian and Iranian oil and gas industries.

The paper analyzes the characteristics of the sectoral structure of the oil industry of the Middle East countries, the condition of resources to accelerate as economic development and problems for governments with rich natural resources in this sphere. Also the paper investigate different approaches of governments to oil revenues in the political and economic sphere. In addition, analysis of the main features of the mechanisms and regulation of oil revenue in the states of the Middle East specially, countries such as the Islamic Republic of Iran (IRI), Iraq, Saudi Arabia, recommended the model of state oil fund Norway government’s which show up is the most appropriate and optimal methods for improving and optimizing oil income and human development.
